Policies, Rules, and Regulations

It is the responsibility of those who choose to drive and park at ÇàÇà²Ýapp State University to read and fully understand these regulations. Those vehicles found in violation may be cited, fined, towed, and/or impounded.

It is the responsibility of all individuals who operate or maintain vehicles on ÇàÇà²Ýapp State University’s campus to be aware of the regulations expressed herein and to abide by them. The action of any individual operating a vehicle on campus is deemed to be conclusive evidence of his or her acceptance of these regulations and willingness to abide by them.

ÇàÇà²Ýapp State University assumes no responsibility for the care or protection of any vehicle or contents within while it is operated or parked on campus property.

General Rules and Regulations

  • Campus parking regulations are in effect and enforced 24 hours a day, 7 days a week. Noncompliance with parking rules can result in a vehicle being cited, fined, impounded, or towed.
  • Before arriving on campus, review the Parking Zone Map and familiarize yourself with where you can park and give yourself ample time to get to your destination.
  • Each vehicle license plate must be registered to your parking account and the vehicle must display a valid parking permit in order to allow permit permissions to park on campus. A citation may be issued if either a vehicle license plate is not registered to a parking account or the vehicle does not have an active valid permit displayed.
  • Your parking permit permissions are only valid for vehicles registered on your parking account. Update any vehicle changes in your account before parking on campus.
  • A permit allows you to park in the approved zone lots based upon availability. There are no assigned lots or spaces.
  • Parking permit permissions cannot be sold, loaned, duplicated, traded or otherwise transferred to others; this will invalidate the permit.
  • Student Residents may only purchase and use Resident permits.
  • On-campus overnight parking is restricted to those with a valid Resident Zone permit and in the specified residential zones.
  • Permit holders are responsible for updating contact information in their university account.
  • Any unavoidable parking circumstances need to be reported to our Transit Center before leaving your vehicle.
  • Motorcycle permits can be purchased individually or with a permit for a vehicle. If there is a valid vehicle zone permit associated with the Motorcycle License Plate the Motorcycle may park in either motorcycle stalls in any zone, or non-restricted vehicle stalls in the corresponding permit zone only.

Cross-Parking

Cross-parking is defined as the time when permit holders are allowed to park in permit areas other than the one they are normally assigned. For example, Commuter permit holders may park in other Commuter and Reserve surface lots, and Reserve permit holders may park in other Reserve or Commuter surface lots. Student Satellite and Resident Zone permit holders may not cross-park.

Keep in mind, however:

  • Cross-parking is allowed from 4:00 p.m. – 12:30 a.m. Monday-Friday and all day until 12:30 a.m. on Saturdays and Sundays. There is no cross-parking in garages, the B-Plaza lots, Resident zone lots, or paid parking only areas.
  • The Plaza Lots and the Parking Garages are always paid parking lots if you do not have the required permit.
  • Garage permit holders may cross-park in Reserve and Commuter zones, but cannot cross-park into the other campus garage.
  • Cross-parking is not available for Resident Permits.

All Commuter and Reserve permit holders may park in lots noted as Commuter or Reserve on the Campus Parking Map. During certain events on campus, cross-parking may be restricted in order to accommodate visitors.

Event Displacement

Parking and cross-parking on campus may be restricted for special events and/or athletic home games.  Advisories for displaced parking are emailed to all account holders, posted to Campus News, and/or posted on social media outlets.

Intersession Parking

Intersession Parking

Intersession Parking is defined as an extended period of time when Cross-parking is permitted. This includes times when classes are not normally in session (such as holidays) or between semesters.

Intercession timeframes:

  • Thanksgiving break.
  • The Monday after Winter Commencement through the Sunday before the start of Spring semester.
  • Spring break.
  • Summer Intersession parking begins July 1st through first day of Fall semester.
  • Any holiday the University is closed.

Resident West (RW) or Resident Central (RC) permit holders leaving vehicles for extended periods of time during holiday parking dates are asked to park on the second-to-top level of the garages.

Student Payment and Refund Information

Permits may be purchased online with a credit card.

Students may now process a permit charge to their Student Accounts. If this option is selected, the permit must be paid in full prior to the student fee payment deadline. If the permit is not paid by this deadline, the permit will be deactivated, a hold will be placed on the student account, and citations will be issued if a vehicle is found parked on campus. This option is only available one week after the tuition due date.

Student permits are returnable at any time and refundable per the following schedule.

2024-2025 Academic Year:

All student permits will now follow a two-week proration schedule.

  • Beginning in August, all student permits will be reduced in price every two weeks on a prorated schedule.
  • Beginning in August until  March 31, 2025, refunds will be allowed at a prorated price every two weeks following the prorated pricing schedule.
  • No refunds will be allowed after March 31, 2025

Employee Refund and Payroll Deduct Information

Refunds will follow the 26 pay period incremental schedule.  Payroll deduction will begin on the first paycheck in September and continue through 26 pay periods. If employment is terminated prior to the time of the full payment, deductions will stop and the permit will be deactivated. If permit use is continued after employment ends, citations may be issued.

Deductions will continue unless employment is terminated or a permit is returned.

Exchanges will result in changes to the payroll deduct during the next pay cycle.

Payroll deduction is available for the purchase of a ÇàÇà²Ýapp State parking permit only.

Summer Parking Information

Summer Parking

  • Parking rules and regulations are in effect year-round.  Permits or payment are required for use of University parking facilities.
  • Permit holders may be asked not to park in the ÇàÇà²Ýapp State lots when an event or maintenance is scheduled.
  • Permits reach their summer pricing schedule at the midpoint of the spring semester.

Towing and Impound Regulations

Signs posted at all lots and designated reserved spaces constitute notice that parking is controlled by these regulations. Parking in violation of these regulations will result in impoundment and/or towing of the vehicle. If the vehicle is towed, the vehicle will be released only after payment of the towing service charge and storage fee. Photo ID and proof of ownership are required.

Impound boots will be removed with payment in full of all outstanding parking fines, paid to ÇàÇà²Ýapp State Transportation & Parking Services. Fines not paid by 5:30 p.m. (4:30 pm during Summer office hours), the day the vehicle is booted, will result in the vehicle being towed off campus.

Construction Parking

The following construction parking policies have been implemented to facilitate parking during construction projects.

  • All vehicles, including company vehicles, are required to display valid ÇàÇà²Ýapp State University parking decals/permits.
  • Vehicles parked on ÇàÇà²Ýapp State property are subject to all Vehicle Parking Regulations.
  • Transportation & Parking Services may issue any number of permits, depending on the need and space availability for the job site to the general contractor (GC). The permits will identify GC’s first name, parking permissions, valid license plates, and effective dates.
  • Ordering decals/permits will be coordinated through the University Project Manager. A request for construction permits should be submitted two weeks prior to the start date for final approval by ÇàÇà²Ýapp State Transportation and Parking Services. Approved and processed permits can be picked up at the Transit Center located by the West entrance of the Student Union Building between the hours of 9:00 a.m. – 5:00 p.m, Monday-Friday. The Project Manager will be contacted when the permits are ready.
  • It is the GC’s responsibility to inform all contractor employees and subcontractors of the parking arrangements on ÇàÇà²Ýapp State property. Parking for subcontractors will be part of the initial arrangements made with the GC.
  • Staging areas, which restrict or use parking lots or parking lot access, must be coordinated with Transportation and Parking Services, prior to approving staging plans. It is recommended that staging areas are approved one month prior to the start of the project to ensure timely information is given to ÇàÇà²Ýapp State permit holders. Transportation and Parking Services will work with the Project Manager to identify any alternatives. Parking lots should be used only as a last resort for construction staging when all feasible areas have proven unusable. Staging areas, which can be located off-site or at campus perimeters, should be used first. Visitor lots and metered spaces are not to be used for staging or any construction parking.
  • Staging areas located in parking lots are to be clearly marked and designated by a construction barrier. Signs restricting entry are to be placed at the entrances.
  • The Project Manager and Transportation and Parking Services representative should walk the area prior to the project beginning to document the condition of the lot. Lots used for staging or any other construction use need to be returned in the original condition. Parking lots should not be used for the storage of any grading material such as dirt or gravel, without an agreement to seal-coat and repaint the area following the work.
  • ÇàÇà²Ýapp State Transportation and Parking Services does not have barricades available for construction projects. It is the responsibility of the Contractor to supply barricading and for the management of the area, including replacement of lost/stolen, or damaged barricades. While Transportation and Parking Services will not be responsible for the closure of parking lots, Transportation and Parking Services wants to be a partner and assist in the process. Transportation and Parking Services should be notified at least two weeks in advance of any closures. Transportation and Parking Services will assist the contractor in closing the lot by notifying permit holders of the closure, assisting with monitoring barricades, and the enforcement of cars which cross or remove barricading.
  • If Transportation and Parking Services is requested to block off a lot for construction or staging because the GC does not have the ability to do so, the cost will be billed to the project through Architecture and Engineering Services, or Facilities Operations and Maintenance. This cost will include labor for set-up and break-down, as well as the rental of equipment that is needed.
  • Personal vehicles are not to be parked in staging areas unless the staging area has been located in an area that does not affect parking or parking access and the project manager wishes to allow such parking.
  • Contractor employees are required to park off-site or in designated parking lots.
  • Project managers should inform all bidding contractors of these regulations and not commit to any contractor on parking arrangements prior to getting approval from ÇàÇà²Ýapp State Transportation and Parking Services. If desired, Transportation and Parking Services representatives will attend major pre-bid and pre-construction meetings to relay parking and decal/permit policies, to coordinate staging areas and the number of permits needed by the Contractor.
  • Citations received for improper parking on campus are the responsibility of the individual the vehicle is registered to unless the construction company wishes to pay for the citation. If a contractor or employee wishes to appeal a citation, instructions on how to appeal the citation are included with the citation and envelope upon issuance. Project managers should not commit to contractors that citations will be dismissed.
  • Transportation and Parking Services will not issue citations or remove vehicles from an area that has not been coordinated as being closed, with at least two weeks notice. In emergency situations, Transportation and Parking Services will attempt to contact a vehicle owner and request they move their vehicle, or a tow truck at the expense of the contractor can relocate the vehicle.
  • Transportation and Parking Services does not control city streets and cannot approve or coordinate the closure of such streets.
  • Resident parking zones are occupied year-round.
  • Questions regarding campus safety issues may need to be coordinated with ÇàÇà²Ýapp State’s Risk Management, Environmental Health and Safety, or Public Safety.

Comments, complaints, suggestions or recommendations concerning the parking program should be submitted, in writing, to your Parking Committee Representative or may be dropped off at the Transportation & Parking Services office to be forwarded to the appropriate person. Parking Committee Representatives will present comments to the Transportation & Parking Advisory Committee, an advisory board consisting of representatives from ÇàÇà²Ýapp City and the campus community. The committee, in turn, studies campus transportation and parking issues and reviews relevant research before making recommendations to the University Administration, who make regulation changes. Suggestions for improving service are always welcome.
